such expenditures in order to determine their correctness. For these reasons,
I am recommending that this appropriation be increased as a proper and neces-
sary safeguard in the expenditures of public monies.

HALL OF RECORDS COMMISSION

A net increase to this agency of $3, 269. 00 is recommended in the operating
expense account which, with certain other adjustments, will make provisions
for editing and publishing early county records. The cost of this publication
will be $5, 000. 00.

SUPERINTENDENT OF PUBLIC BUILDINGS
AND GROUNDS

An increase of $48, 074. 00 is allowed in this budget. Practically all of this,
however, is not new money, but represents merely a transfer of funds for the
maintenance of public buildings in Annapolis. These appropriations were
formerly carried in the Board of Public Works budget. These items are: light,
heat, power and water, $20. 500. 00; fuel, $10, 600. 00; repairs to and maintenance
of buildings, $8, 075. 00, a total of $39, 175. 00. Two additional watchmen and
two janitors are also needed to take proper care of public buildings in Annapolis.

RENTAL OF STATE OFFICES IN BALTIMORE CITY

The Budget Law provides that the Board of Public Works must approve all
leases for the rental of offices by State Agencies, and also provides that the
Board shall designate the location of such offices. With this authority over
accomodations of State Agencies, it is logical that the Board of Public Works
should also pay the rent for space designated by it for the use of State De-
partments. This procedure has been followed in this budget and all sums here-
tofore appropriated for the rental of State offices in Baltimore City have been
eliminated in the respective budgets and are carried as a lump sum to the
Board of Public Works in Miscellaneous Appropriations No. 3.

The Special Funds Departments have been charged with their rentals, the
statement showing a total appropriation of $112, 000. 00 in General Funds and
$9, 000. 00 in Special Funds. This will centralize in the Board of Public Works
the authority for the payment of rentals in Baltimore City.

SPECIAL FUNDS
COMMISSIONER OF MOTOR VEHICLES

The work of this Department has increased considerably in the last two
years, both in the money collected and in the number of licenses issued. It has
been necessary to employ almost constantly as many as nineteen temporary
clerks. I have carefully considered the situation and am convinced that seven-
teen additional employees are necessary. These have been provided in the
budget which I am recommending. They consist of

1 additional operating license examiner.

3 additional senior clerks.

2 additional junior clerks.
