Tuberculosis Sanatoria

The State maintains 4 hospitals for the treatment of tuberculosis, with bed
facilities, as follows:

For White Patients

Sabillasville.................................................. 610

Mt. Wilson..................................................... 178

Eastern Shore............................................... 80

Total.......................................................... 768

For Colored Patients

Henryton...................................................... 266

Total for White and Colored................ 1, 034

The standard for adequate hospital care in the treatment of tuberculosis
is based upon the provision for 1 bed for each death occurring from the disease.
The number of deaths from tuberculosis in Maryland in 1938 was 717 in the
white population, and 618 in the colored. Therefore, Maryland's provision for
hospital care for white tuberculosis patients is adequate. A serious lack is
indicated, however, in the care for colored tuberculosis patients. It is im-
perative that another need be met at this time, by making provision for treat-
ment of tuberculosis by lung surgery, which is helpful in many cases.

Finally, it is necessary that provision for an adequate water supply system
be made at the Eastern Shore Tuberculosis Hospital at Salisbury.

After completion of the building program recommended in the proposed
General Construction Loan, the comparative population of these hospitals will
then be:

Maintenance:

The entire increased appropriation to these Institutions, amounting to
$110, 600. 00 in 1940 over 1939, and $126, 250. 00 in 1941, are occasioned by in-
creased personnel and operating expenses caused by caring for additional
patients, and maintaining new buildings.

There are at the present time 180 beds available at Henryton, for which
no maintenance appropriation has been provided. I am recommending additional
construction at this Institution to add 100 beds, and in the hospital for lung
surgery to be provided for at Mt. Wilson about 20 more beds will be available.
Therefore, provision will be made during the next two years for 566 beds for
colored tuberculosis patients.
