out all before word "or" on line 29, and insert in lien
thereof, the following:

''A person able to read and write out correctly on
dictation by registration officers any section of the
Constitution of Maryland, or who shall have paid
State and county or city taxes for year preceding the
election at which he is entitled to vote."
