The Speaker presented the following
MEMORIAL.

UPPER MARLBORO, Md., March 1. 1904.
To the Honorable General Assembly of Maryland:

The School Board of Prince George's county feels
constrained to state that in their opinion all that is
necessary in the town of Hyattsville is an addition to
the building, which is in good condition but possibly
too crowded. We represent that this board is now in
debt and we are compelled to ask a larger appropria-
tion from the county to keep the schools open, and in
the interest of public education we do earnestly re-
quest that no act be passed requiring the County Com-
missioners to levy on all the taxpayers of the county
to pay bonds for any school building but that the dis-
cretion be left, at least, in the County Commissioners,
whom the people have selected to manage their finances,
and while desiring to do all in their power to encour-
age the laudable ambition of those who wish to im-
prove educational facilities, we feel no act should be
passed requiring the County Commissioners to levy
$10,000 to build a school house, or issue bonds there-
for, unless in the discretion of those controlling the
finances it is necessary.

We have already been compelled for want of funds
to close the colored schools.
