Of Article 81 of the Code of Public General Laws, en-
titled 'Revenue and Taxes,' as amended by chapter
120 of the Acts of 1896, and by chapter 313 of the Acts
of 1898 and by chapter 26 of "the Acts of 1902."
Which was considered on its third reading, and
failed for want of a constitutional majority, by yeas
