Haines, Kain, Oursler, Gill, Pearre, Hearn, Messick,
Harvey, Howard—74.

Mr. Roth (by request,) presented the following:
RESOLUTION.

Whereas, There is a bill now pending before the
Maryland Legislature having for its purpose the re-
peal of the Act of the General Assembly of the year
1902, commonly known as the "Foutz Law," relating:
to the annex taxes, and,

Whereas, The repeal of this law will work an ex-
treme hardship upon many residents of the annex,
whose business was destroyed by the recent calamity,
by placing upon them the burden of increased tax-
ation at a time when they are least able to bear it, and

Whereas, The city of Baltimore has never fulfilled
its part of the contract made the annex upon its ad-
mission into the limits of the city,

Therefore, Be it resolved, That the West-North
Avenue Improvement Association of Baltimore city
does hereby place itself on record as being opposed
under these conditions to the repeal of the said Fontz
Law.

Resolved, That copies of these Resolutions be sent
to our Representatives in the Maryland Legislature.

Which was read and referred to the Baltimore city
delegation.

Mr. Hall, offered the following

RESOLUTION.

At a special meeting of the Waverly Protective and
Improvement Association, held February 29th, 1904

the following resolutions were adopted:

Whereas, The Emergency Committee appointed by
his Honor, Mayor McLane, to confer and advise with
reference to the ways and means to be adopted with a
view to the rehabilitation of our city from the devas-
tation wrought by the recent disastrous conflagration,
has recommended, among other things, that the Foutz
