Whereas, The Merchants and Manufactures Asso-
ciation of Baltimore, has heretofore endorsed and
advocated the passage by the General Assembly of
Maryland of the bills known as the "Haman Oyster
and Good Roads Bills" and as said bills have been
re-introduced in the General Assembly; Therefore,
be it

Resolved, That we hereby heartily indorse the prin-
ciple embodied in said bills, and reiterate our former
action in support of their adoption.

Which was read and referred to the Committee on
Roads and Highways and Chesapeake Bay and Tribu-
taries.

Mr. Roth presented the following

RESOLUTION.

Resolved, By the Frederick Avenue Improvement
Association; that we, the members of said association,
do most earnestly request the Members of the present
House of Delegates and the Senate of Maryland, to
use all honorable means to protest against the repeal
of the bill known as the "Foutz Annexation Act."
Said bill is a meritorious one, having been passed at
the last session of the Legislature to construe in par-
tic/ular the full meaning and intent of the original
Annexation Act of 1888. The said Foutz Bill has re-
cently been decided by the Court of Appeals of Mary-
land as being Constitutional, which decision frees us
from any further law suits or litigation, and places
us in a position, whereby we know that we can safely
improve and advance our property in said annex ter-
ritory without any further litigation or contention.

And be it further resolved, That the condition of
the streets, roads, lanes and avenues in said annex
territory is deplorable; in many instances they are al
most impassable, and that we are burdened in an un-
justifiable manner by having to pay a heavy toll-road
tax to drive to our homes, as well as having to pay
