Howard—87.

The Secretary of the Senate appeared and delivered
the following message :

RESOLUTIONS.

File No. 3, Joint resolution requesting the Senators
and Representatives from the State of Maryland in
Congress, to use their best efforts to secure one of the
national encampments, as provided by the Act of Con-
gress, in Garrett county, Maryland.

Whereas, it has been provided by an Act of the Con-
gress of the United States, that four army camps shall
be selected in the several sections of the United States
for the rendezvous of National Guardsmen from the
several States, and the United States troops; and

Whereas, Garrett county, Maryland, near Oakland,
has offered a site to. the Government on the most
reasonable terms, with an abundance of cheap land,
drained by beautiful streams of water, and a climate
that cannot be surpassed in the United States, of suf-
ficient distance from the large cities, located on one
of the great trunk lines of railroad, and within direct
communication with the city of Washington, it is
deemed eminently fitted for the holding of such en-
campment and especially for the health and discipline
of the troops.

Now, therefore, be it resolved by the General As-
sembly of Maryland, That the Senators and Represen-
tatives from Maryland in Congress be and they are
hereby urgently requested to use their best efforts to
make known to the proper authorities at Washington
of the advantages offered by the site in Garrett coun-
ty, Maryland, for one of the Army Camps provided
