Members-elect of both Houses being present and
voting) that upon a joint vote, the Hon. Isidor Ray-
ner received 86 votes, and Hon. Louis E. McComas re-
ceived 36 votes.

Whole vote 122.

Necessary for a choice, 62.

Whereupon,

It appearing that the Hon. Isidor Rayner had re-
ceived a majority of all the votes cast (a majority or
all the members of both houses being present and
voting) the Chairman of the Joint Assembly declared
that the Hon. Isidor Rayner having received a major-
ity of all the votes cast, is therefore elected Senator
from the State of Maryland to the Congress of the
United States, in succession to the Hou. Louis E.
mcComas, whose term of office will expire March 4th,
1905.

On motion of Senator Robinson,
Tht Joint Assembly then adjourned.

The House resumed business.

Mr. Collins submitted the following message:
BY THE HOUSE OF DELEGATES,

February 4th, 1904.
Gentlemen of the Senate :

We propose, with the concurrence of your Honor-
able Body, the appointment of a committee of nine on
the part of the House, and five on the part of the
Senate, to inform the Hon. Isidor Rayner of his elec-
tion as Senator in Congress, to serve for the term of
six years from the fourth of March, 1905.

We have appointed on the part of the House Messrs.
Collins, Hill, Dennis, Gosljn, Bosse, Linthicum,
Green, Amiss, Mitchell.

Chief Clerk.
Which was read, assented to, and sent to the Senate.
