security for the payment of the first three years rent,
as provided in section seven of this Act, cause to be
entered in a book or books to be known as 'The Begis-
ter of Titles to Oyster Lands, the name of the appli-
cant, with; concise but clear description of the land
applied for. A survey of such land at the expenee of
the applicant shall be made by the commissioners be-
fo e the entry, if in his opinion, said survey is neces-
sary to an accurate description thereof. The payment .
of the proper fees due for the application and the
record in the register required by this sec-tion to be
kept shall constitute between the State and the appli-
cant, or bidder, as the case may be the relation of
landlord and tenant for the term of twenty years, from
the record of the lands so applied for ass aforesaid
at the annual rental of such land, which shall be a
sum not less than three dollars, and not more than
five dollars per acre, as hereinbefore provided. The
provisions of this section shall also apply as far as
possible to the successful bidders under section 10 of
this Act.
"Sec. 13. And be it enacted, That the right of the
applicant or bidders to obtain a lease under this Act
may be contested before the Shell Fish Commis-
sioners by any citizen of this State, on the ground
that a natural bed or bar is situated within the bounds
of the grant, or for any other lawful reason. Objec-
tions to the right of the applicant or bidder to obtain ,
a lease on the ground that a natural bed or bar is
situated within the bounds of the proposed grant, shall
however, be made within a period of ninety days after
such grant has been made.
"Sec 14. And be it enacted, That anyone who may
desire to contest the right of the applicant, or bidder,
for any reason, shall pay to the Shell Fish Commis-
sioners tive dollars, and" shall state in writing, the
specific grounds of his objections; any such controversy
shall de decided by the commissioners upon testimony
presented to him other due notice to both parties. The
commissioners shall, in such cases, be empowered to
summon and examine witnesses under oath, and his
decision thereof shall be final process for the purpose
