"Sec. 10. And be it enacted, That when the period-
of six mouths will have elapsed after any district shall
have been declared open for oyster culture, the Shell
Fish Commissioners shall offer, subject to the provi-
sions of this Act, to lease any remaining sections with-
in said district. The notice of said sale or sales, shall
be given as is required to be given, of the opening of
any district for oyster culture. After said sales shall
have taken place, and an effort shall have been made
to dispose of the remaining sections of any district,
the said, commissioners may in theit discretion declare
another or other district of said area under the waters
of the bay, open for oyster culture, if in their judg-
ment, he regards it as proper to be done.
"Sec. 11. And be it enacted, That any person who
may desire to plant and cultivate oysters in the area
hereinbefore designated shall file with the clerk of the
Shell Fish Commissioners an application substantially
in the form prescribed in section 9 of this. Act. The
applicant shall indicate plainly the location of the
land he desires to lease; the application shall be sworn
to before a Justice of the Peace of this State. A fee
of six dollars shall be paid by the applicant to the
Shell Fish Commissions, at the time of filing the ap-
plication, which fee shall be returned to the applicant:
if his application shall be for any reason declined.
"Sec. 12. And be it enated, That if such applicant
be found to be a bona fide and responsible resident
of the Slate of Maryland, and if no objections to the
issuing of the lease asked for in any application may
be filed with the commissioners, within the period of
thirty days after such application shall be made, or as
soon as any objections that may have been filed to the
granting of such lease shall have been finally over
ruled by said commissioners, the said commissioners
upon payment by the applicant of a further fee of four
dollars in addition to the fee of six dollars, which is
