At Bay View the Medical Staff is competent and the
nursing is better than in the asylums and almshouses
generally.

There are no colored insane at Springfield; Dr. Paton
said :

Germany is fifty years ahead in the treatment of the
insane. There are no commitments and patients are
sent in the same manner as if sent to au ordinary hos-
pital for the sick.

The insane hospitals are known as "Psycopathia
Hospitals."

Hon. Frank Brown also advocated State care.
The committee were deeply impressed with the ad-
mirable and successful administration of the open door
system and absence of mechanical restraints of every
kind at Springfield, and also with the desirability and
necessity, both from from a humanitarian and economic
standpoint of providing for State Care of the Insane,
and we recommend the passage of the bill for this pur-
pose introduced by Senator Lewis.

Mr. Johnston/ from the Committee on the Judiciary,
reported unfavorably,

House bill, File No. 770, entitled "An Act to add
a new section to the Code of Public General Laws,
title 'Crimes and Punishments,' sub-title 'False Pre-
tenses,' to be designated as 'Section 82 A,' and to fol-
low section 82 af said Article."

Which unfavorable report was adopted.

Also favorably with amendments.

new section to Article 56 of the Code of Public General
