The roll of the Senators was then called by the Sec-
retary of the Senate, and it appeared that one Senator
answered to his name.

The Chief Clerk of the House of Delegates then pro-
ceeded to call the roll of the House of Delegates, and
six Members answered to their names.

The Chairman of the Joint Assembly then ordered
the Sergeant-at-Arms to bring in the absentees—after
a careful search he reported that he could not find
any member of either house.

Whereupon,

The Speaker of the House of Delegates, as Chair-
man of the Joint Assembly, announced that a quorum
of both Houses not being present, a vote for United
States Senator in succession to Hon. Lonis E. Mc-
Comas, could not be taken.
On motion of Mr. Duvall,

The Joint Assembly adjourned until 12 o'clock, m.,
Monday, February 1st, 1904.
On motion of Mr. Duvall,

The House adjourned until 11.30 a. m., February 1,
1904.

MONDAY, February 1st, 1904.

The House met at 11:30 a. m., and was opened with
prayer by the Rev. Mr. Mills.

Present at the call of the roll the following mem-
bers:

Messrs. Speaker, Duvall, Haines, Williams, Kain-5.
