The Secretary of the Senate appeared and delivered
the following message :

BY THE SENATE,

January 28th, 1904.
Gentlemen of the House of Delegates;

We respectfully propose with the concurrence of
your Honorable Body, that all bills, and leaves to in-
troduce bills, to sanction bequests, devises, sales,
gifts or conveyances to religious or charitable objects,
be referred to the Committee on Judicial Proceedings
and the Committee on the Judiciary, of the respective
Houses, and that said committees be and they are
hereby instructed to report on March 11, 1904, a gen-
eral bill embracing all such bills and leaves, except
where there is a special reason for more speedy action,
in which case separate bills may be introduced.

Dear Sir—Agreeable to section 4 of Article 6 of the
Constitution of Maryland, I herewith submit the ac-
counts current of the receipts and disbursements of
Treasurer's office from October 1st, 1901, to September
30th, 1903, inclusive; also the report of Clayton C.
Hall, of Baltimore, an expert accountant, showing the
annual examination of the various trust companies
doing business in the State of Maryland.
