Mr. Benson submitted the following message:
BY THE HOUSE OF DELEGATES,

January 28th, 1904.
^Gentlemen of the Senate :

We have received your message proposing that all
bills, and leaves to introduce bills, to sanction be-
quests, devices, sales, gifts or conveyances to religions
or charitable objects, be referred to the Committee on
Judicial Proceedings and the Committee on the Judici-
ary of the respective Houses, and that said commit-
tees be and they are hereby instructed to report on
March 11, 1904, a general bill embracing all such bills
and leaves, except where there is a special reason for
more speedy action, in which case separate bills may
be introduced, and we respectfully concur therein.

Which was read, assented to, and sent to the Senate.

The Secretary of the Senate appeared and delivered
the following message:

BY THE SENATE,

January 28, 1904.
Gentlemen of the House of Delegates.

We have received your message proposing the ap-
pointment of a Joint Special Committee of five, three
on the part of the House, and two on the part of the
Senate, to investigate and report to the General As-
sembly upon the affairs of St. John's College, Annap-
olis, in accordance with Resolution No. 41 of the Gen-
eral Assembly of 1882, and we concur therein.

We name the said committee on the part of the
Senate, Messrs. Gadd and Wilson.
