uary session of 1900, and as subsequently amend-
ed by chapter 524 of the Acts of the General As-
sembly of Maryland, passed at the January session
of 1902, and to enact the following sections in lieu
thereof, the whole to provide for a new road system
in Baltimore county and the placing of the public
highways, sewers and drains of said .county and all
matters in connection therewith under the care and
control of the County Commissioners of said county
sitting as a Highway Commission, with power and
authority to adopt and carry out such rules and regu-
lations in connection therewith as they may consider
necessary, and to be known as 'Sections 188, 189, 190,
191, 192," 193, 194. 195, 196. 197, 198, 199, 200, 201,
202, 203, 204, 205, 206, 207, 208, 209, 210 and 211 of
said Article.' "

It was moved lo postpone the consideration of the
bill until Tuesday, March 29th, 1904.
Mr. Collins offered as a substitute motion that the
bill be placed on its second reading,

AMENDMENTS PROPOSED.
Section 190. Strike out all from line one to the word
regulation in line twelve and insert the following :
Highways Commission shall on the first day of Jan-
uary 1905, appoint from each election district, three
in such districts as have three or more election pre-
cints. and two in those districts which have less than
three election precints, persons discreet and trust-
worthy taxpayers, residents and voters of the district
for which they may be appointed, and who shall have
during the one year prior to their appointment resided
in and paid taxes annually on property of at least an
assessed value of five hundred dollars, to act as Road
Supervisors of that district for the term of one year,
computing from the first day of January 1905, or until
their successors are appointed, and the Highways
Commission shall make like appointments at their
first meeting in January in every year thereafter;
