The Secretary of State appeared and delivered the
following message from the Executive :

Speaker of the House of Delegates.
Sir : I beg to return herewith, without my approval
House Bill, Chapter 128, passed by your honorable
body, for the following reasons :

This Bill does not accomplish the objects desired by
its promoters, who have introduced in the House a
subsequent Bill thoroughly covering all desired legis-
lation, and request that it take the place of the Bill
returned.

House bill, chapter 128, entitled "An Act to amend
Article 6 of the Code of Public Local Laws, title 'Car-
oline County,' sub-title 'Almshouse,' by adding two
new sections thereto, to come in after section 26 C, and
to be numbered 26 D and 20 E, said new sections auth-
orizing the trustees of the poor of Caroline county to
borrow a sum of money to erect, furnish and heat
suitable buildings on the almshouse farm in said
founty for the accommodations of the inmates of said
almshouse, providing for the payment of said loan."
On motion of Mr. Goslin. it was moved,

That the Governor's veto be sustained.
