The Journal of March 18th, 1904, was read and ap-
proved.

PETITIONS, MEMORIALS AND OTHER PAPERS.
To the Senate and House of Delegates of Maryland:

The Baltimore Reform League, on behalf of all
citizens of this State, who would have its election fair
and free, and its good name untarnished, prays of
your Honorable Bodies not to enact as law a bill re-
cently introduced aud intended to destroy equal repre-
sentation for the two leading political parties among
officers of registration and election, by reducing the
number of judges of election from four to three. The
history of this State shows so unmistakably and so
forcibly the evils of partisan control of the ballot box
that a proposal to deliberately return to these evils
awakens the gravest and most reasonable fears among
patriotic citizens.

The League respectfully requests of your Honorable
Bodies a full hearing in opposition to a measure which
endangers the purity of our suffrage and the effective
exercise of self-government by the people of Mary-
land.
