ANNAPOLIS, January 26, 1904.
The Committee on Rules submit the following
REPORT:

We recommend the adoption of the Rules of the
House of Delegates for the January Session of 1902,
with the following amendments, marked Nos. 1, 2, 3
and 4, respectively.

AMENDMENTS PROPOSED.
Strike out, in Rule No. 6, "Order of Business."

3. Leave to introduce bill, and insert in lieu thereof:

"3. Introduction of Bills."

Strike out "8. Bills entitled to second reading."
Strike out "9" and insert "8," in last line of Order

of Business.

Rule XXXY—Senate Rule XVI.
AMENDMENT No. 2.

"Every bill shall be introduced on bill paper in the
regular form, which shall be read the first time, and
then referred by the Speaker to its appropriate Stand-
ing Committee or Select Committee, unless otherwise
ordered; and it shall be the province and duty of said
committee to report said bill either favorably or un-
fovorably, with or without amendment; when the bill
is reported with amendment, the amendment proposed
shall be on separate paper and attached to the original
bill, and upon such report the hill shall be placed upon
its second reading.
