the County Commissioners of Baltimore county, re-
spectively, to refund to George Brehm and Henry A.
Brehm, copartners, trading as George Brehm & Son,
money paid by them for liquor license granted to
Amon Dorsey for the years 1903-1904, which license
was never taken from the clerk's office of the Circuit
Coun of said county."

Which was read the second'time.

Mr. Linthicum, from the Committee on Elections,
reported favorably, with amendments.

House bill, File No. 315, entitled "Au Act to repeal
and re-enact with amendments, sections 16, 25, 33, 212,
213 and 214 of Article 4. Code of Public Local Laws,
as amended by chapter 123 of the Acts of 1898."

By Committee on Elections:

AMENDMENT PROPOSED.

Strike out "Section 25" and insert the following:
"The Mayor shall have the sole power of appoint-
ments of all heads of departments, heads of sub-de-
partments, municipal officers not embraced in a de-
partment and a'l special commissions or boards, except
as otherwise provided in this Article, subject to con-
firmation by a majority vote of all the members elected
to the Second Branch of the City Council; provided
said Second Branch shall take action on such nomina-
tion within the first three regular succeeding sittings
of said branch, after said nominations are sent to it by
the Mayor. If the branch fails to take such action
within said time, then the person or persons so nomi-
nated shall be to all intents and purposes such officer
or officers as if they had been confirmed by said Sec-
ond Branch, If said Second Branch shall by rhe re-
quired vote and in the prescribed time, refuse to con-
firm such nominations, the Mayor shall, within the
next three regular succeeding sittings of said branch,
sent to it other name or names for such office or offices,
and the duties of said Second Branch and the Mayor
shall continue to be as above prescribed until a con-
firmation is had, or a failure to act for three regular
succeeding sittings by the Second Branch occurs. The
Mayor shall have the power to remove at pleasure,
