98. The County Commissioners of Allegany County are
authorized to levy annually and collect from the assessable
property in Allegany County, as other taxes are levied and
collected, a sum not to exceed $1, 000, which, sum of money
so levied the said County Commissioners shall pay to the
Allegany County League for Crippled Children.

SEC. 2. And be it further enacted. That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 11.
(Senate Bill 14)

AN ACT to authorize and empower the Mayor and Town
Council of Edmonston, Maryland, a municipal corporation,
to construct roadways, alleys, curbs, sidewalks and gutters
in said town, to borrow on the credit of the town a sum or
sun)s of money which shall not at any time exceed the total
sum of ten per centum of the assessed valuation of all real
and personal property in the town, and to issue bonds or
certificates of indebtedness therefor; to provide for the
liquidation of same and the interest thereon by an annual
front foot assessment on the abutting real property in said
town where such streets, curbs, sidewalks and gutters are
constructed; and to make the principal and interest of said
bond's or certificates of indebtedness the direct obligation
of said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Town Council of Edmonston, Mary-
land, a municipal corporation, be and the same are hereby
authorized to construct roadways, alleys, curbs, sidewalks
and gutters in the said town of Edmonston, Maryland, when,
where and in the manner to be determined by the Mayor and
Town Council.

SEC. 2. And be it further enacted, That to effectuate the
construction of roadways, alleys, curbs, sidewalks and gutters
mentioned in the preceding section, the Mayor and Town
Council of Edmonston, Maryland, are hereby authorized and
empowered to borrow from time to time, on the credit of the
