and interest of said bonds as aforesaid and for no other pur-
pose whatsoever, and that said tax shall be collected as all
other taxes are collected in Delmar, Maryland.
SEC. 2. And be it further enacted, That any action hereto-
fore taken by the Commissioners of Delmar pursuant to the
authority of said Sections 65A and 65B of Article 23 of the
Code of Public Local Laws of Maryland (1930 Edition), as
the same were originally enacted by said Chapter 854 of the
Acts of 1945, be and the same is hereby ratified and con-
firmed and declared to be a valid and proper act of said Town
notwithstanding any doubt or question with respect to the
legal or Constitutional sufficiency of Chapter 854 of the Acts
of 1945, and any bonds heretofore issued by the Commis-
sioners of Delmar pursuant to said Section 65A as so
originally enacted shall be and are hereby declared to be the
subsisting, valid and binding general obligations of said
Town issued upon the full faith and credit thereof in accord-
ance with the terms and conditions of said bonds as set forth
on the face thereof. Any such bonds so issued prior to the
enactment of this Act shall be treated as part of the bonds
authorized by said Section 65A as re-enacted hereby and shall
be payable as to principal and interest from the funds author-
ized to be appropriated and the taxes authorized to be levied
for that purpose in said Section 65B as hereby re-enacted, and
the validity of said bonds and the obligation of the Commis-
sioners of Delmar to pay the principal and interest thereof
shall in no way be affected or impaired by reason of any
question or doubt with respect to the legal or Constitutional
sufficiency of said Chapter 854 of the Acts of 1945.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.
