missioners of Baltimore County shall continue in full force
and effect for each year after 1948, until otherwise provided
by law. If a majority of the votes cast in said election on
said question shall be cast "Against the continuance of the
powers granted by the Act", then the powers herein granted
to the County Commissioners of Baltimore County shall ex-
pire and terminate on January 1, 1949.
SEC. 3. And be it further enacted, That if any section, sub-
section, sentence, clause or other provision of this Act or of
any of the sections thereof or the application thereof to any
person is held invalid or unconstitutional, such invalidity or
unconstitutionality shall not affect the remaining provisions
of this Act and of the sections thereof.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all of the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

(Senate Bill 11)
AN ACT to repeal and re-enact, with amendments, Chapter
854 of the - Acts of the General Assembly of Maryland,
passed at its January Session in the year 1945, said Chapter
adding two new sections to Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico
County", sub-title "Delmar", sub-heading "Water", said sec-
tions so added being known as Sections 65A and 65B of said
Article 23, and authorizing the Commissioners of Delmar,
in cooperation with the Mayor and Council of Delmar,
a municipal corporation of the State of Delaware, to con-
struct or acquire a water supply system for said Town
and to borrow not exceeding One Hundred Thousand Dol-
lars ($100, 000. 00) to finance such construction or acquisi-
tion, and to evidence said borrowing by the issuance of the
general obligation serial maturity coupon bonds of said
Town, payable as to principal and interest from the net
revenues of said water supply system and from the proceeds
of ad valorem taxes which said Commissioners of Delmar
is authorized to levy upon all property, assessable by it, in
rate and amount sufficient for said purposes; authorizing
