fees for expenditure as a part of the general funds of said
County.
Said County Commissioners are hereby granted full power
and authority to adopt, amend and repeal all necessary and
reasonable rules, regulations and orders necessary for the pur-
pose of levying and collecting said taxes, and license fees and
for the effective enforcement of the powers conferred upon
them by this section. Such rules and regulations when recorded
among the records of the County Commissioners of Balti-
more County shall have the force and effect of any other
municipal ordinance or resolution regularly adopted by said
County Commissioners by authority granted and conferred
upon them by the General Assembly of Maryland and the
same force and effect as if they had been set forth in full
in this Article. A certified copy of any such rules and regu-
lations shall be deemed proper evidence of same in any of
the Courts of this State.
Any person, firm or corporation which shall violate any
of the provisions of this Act, or any rule, regulation or order
adopted by a Resolution of the County Commissioners of
Baltimore County under the power herein granted, shall be
guilty of a misdemeanor and upon conviction thereof, shall
be subject to a fine of One Hundred Dollars ($100. 00), or
imprisonment not exceeding six months, or to both fine and
imprisonment, in the discretion of the Court.
SEC. 2. And be it further enacted, That the powers hereby
granted to the County Commissioners of Baltimore County
shall expire and terminate on January 1, 1949, except that the
question as to whether the said County Commissioners shall
continue to have and exercise said powers for the years 1949,
1950 and 1951, shall be submitted to the qualified voters of
Baltimore County at a referendum election to be held on the
day fixed by law for the holding of the next general election
in November, 1948. The Supervisors of Elections of Balti-
more County shall cause to be printed on the official ballots
to be used at said general election the title of this Act and
underneath said title on a separate line a square or box to
the right of and opposite the words "For the continuance of
the powers granted by the Act", and a corresponding square
or box to the right of and opposite the words "Against the
continuance of the powers granted by the Act", so that the
voters shall be able to designate by a crossmark in the proper
square or box his or her decision for or against the extension
and continuance of the power of the said County Commis-
sioners to levy and collect said taxes and license fees. If a
majority of the votes cast in said election on said question
shall be cast "For the continuance of the powers granted by
the Act", then the powers herein granted to the County Com-
