The approval by the County Commissioners of Montgomery
County may be given by simple resolution authorizing the
President and Clerk of the Board of County Commissioners
to endorse the approval of the County on such supplementary
agreement and to execute a guarantee of any bonds to be
issued pursuant thereto in the manner prescribed by Chapter
1008 of the Laws of Maryland of 1943.

In approving either

(a) basic or underlying agreements or amendments there-
to and not relating to acquisition of a particular unit of
park lands, or (b) supplementary agreements supplementary
to such basic or underlying agreements and relating only to
acquisition of particular units of park lands, no legislative
action by the County Commissioners of Montgomery County
shall be necessary.

SEC. 4. During the period of study, preparations, public
hearings and adoption of the pending enlargements of the
general or major highway plan, the general or major land
use plan and of the other general or major plans for that
portion of the Maryland-Washington Regional District locat-
ed in Montgomery County, the members of the Commission
who are residents of Montgomery County other than the
Vice-chairman and Park Commissioner shall receive as travel
allowance or for clerical or stenographic assistance Twelve
Hundred Dollars ($1, 200), a year payable monthly. This
authorization may be construed to extend to a date not be-
yond June 30, 1949.

SEC. 5. And be it further enacted, That except as other-
wise provided herein, all Acts and parts of Acts, laws and
parts of laws, ordinances and parts of ordinances, incon-
sistent herewith or contrary hereto, be and the same are
hereby repealed to the extent of such inconsistency.

SEC. 6. And be it further enacted, That nothing herein
contained shall be construed to affect or impair the validity
or obligation of any bonds, notes or certificates heretofore
issued and sold by the Commission under any previous sta-
tute amended or repealed by this Act, but all such bonds,
notes or certificates are hereby ratified and confirmed as the
valid and binding obligations of the Commission in accord-
ance with the terms thereof, issued upon the full faith and
credit of said Commission and of the county or counties
guaranteeing the same.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
