in some newspaper of general circulation therein once a week
for two weeks next preceding such election; the notice and
publication shall recite the ordinance and describe the in-
debtedness to be created. The ballots shall be printed ''For
the Debt" and "Against the Debt". Notwithstanding any

other provisions of the Charter of the City of Takoma Park,
if a majority of the voters so voting at such election shall vote
in favor of the debt and not otherwise, the Council may incur
such debt and issue the amount of bonds so specified; upon

demand in writing of the Mayor and Council of the City
of Takoma Park, the Boards of Election Supervisors for
Montgomery and Prince George's County, respectively, shall
certify to the Mayor and Council, in the manner set forth
in Section 1103 of the Code of Public Local Laws for Mont-
gomery County (1939 Edition) and Section 1296 of the Code
of Public Local Laws for Prince George's County (1943

Edition), the names and addresses of all registered voters
in State and County elections within the corporation limits
of the City of Takoma Park and the right to vote in any
election held under the provisions of this section shall de-
pend entirely upon whether or not the name of the person
claiming such right shall have been certified in accordance
with this section.

SEC. 7. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety and
having been passed upon by yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 52.
(House Bill 14)

AN ACT to repeal and re-enact, with amendments, Section
1130 of the Montgomery County Code (1939 Edition), be-
ing Article 16 of the Code of Public Local Laws of Mary-
land, title "Montgomery County, " sub-title "Takoma Park
Volunteer Fire Department", by changing the sub-title to
"Takoma Park Fire Department" and authorizing and
directing the County Commissioners of Montgomery
County to levy a special tax for fire protection in the 22nd
Precinct of the Thirteenth Election District.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1130 of the Montgomery County Code
