of the requirements of Sections 147G and 147H of this Article
as may be applicable, provided, however, that at least
50% of the net proceeds of any bonds that may be issued
under this section, shall be used to pay the cost of financing,
planning and constructing such projects or projects as have
an average daily traffic count,, calculated in accordance with
Section 147H of this sub-title, of three thousand (3, 000) or
more vehicles per day. The Commission is hereby authorized
and empowered to retain at any time, and from time to time,
such private accountants, attorneys, engineers and other pro-
fessional assistance as the Commission may deem necessary
for financing, planning or constructing any project or pro-
jects.
SEC. 4. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 48.
(House Bill 10)
AN ACT to repeal and re-enact, with amendments. Section
31 of the Prince George's County Code (1943 Edition),
being Article 17 of the Code of Public Local Laws of
Maryland, title "Prince George's County", sub-title "Ber-
wyn Heights" relating to the tax rate in said town.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 31 of Article 17, of the Code of Public
General Local Laws of Maryland, (1943 Edition), title
"Prince George's County', sub-title "Berwyn Heights", be
and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:
31. At the first meeting of any Board of Commissioners
elected hereunder they shall appoint three residents of the
town over twenty-one years of age to act and serve as a
Board of Assessors for the Town of Berwyn Heights. Said
assessors shall adopt the county assessment on all real prop-
erty, and make up a full and complete list of said property
within the said town limits with the names and addresses
