SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

(House Bill 8)
AN ACT to repeal and re-enact, with amendments, Section
9 of Article 89B of the Annotated Code of Maryland (1939
Edition), title "State Roads'', sub-title "Distribution and
Use of Special Funds", as said section was enacted by
Section 14 of Chapter 560 of the Acts of 1947, eliminating
the definition "Two-Lane Arterial Highway" and defining the
term "Arterial Highway"; to repeal Section 147G of
Article 89B of the Annotated Code of Maryland (1939
Edition), title "State Roads", sub-title "State Highway
Construction Bonds", as said section was enacted by Sec-
