The appropriations herein made are to be disbursed by the
Treasury Department in accordance with Section 8 of Article
88A of the Annotated Code of Maryland, 1943 Supplement.
The power in the State Board of Public Welfare to make
rules and regulations, as provided in said Section 8 of Article
88A, shall include the power to establish rules and regula-
tions requiring that State-aided hospitals and institutions
submit their per day ward cost figures in accordance with
specifications to be prepared by certified public accountants
employed by the said Board, and the Board is hereby author-
ized to engage the services of a certified public accountant for
this purpose. The sums hereby appropriated to each institu-
tion are the maximum sums for the respective periods named
and each institution shall be entitled to receive only the
actual per day ward cost figures for the patients cared for
by them and in no event shall be entitled to receive more than
Ten Dollars ($10. 00) per day per patient, from the amounts
appropriated to them in the Budget and herein.

SEC. 3. And be it further enacted, That the Treasurer of
the State shall, upon the warrant of the Comptroller, disburse
the said sums of money herein appropriated for the objects
and purposes herein specified, to or upon the order of the
person or persons entitled to receive the same.
