the said sum of money herein appropriated for the objects
and purposes herein specified to or upon the order of the per-
son or persons entitled to receive the same.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

(Senate Bill 47)
AN ACT to add a new section to Article 1 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Allegany County", sub-title "County Commissioners",
said new section to be known as Section 107B and to
follow immediately after Section 107A of said Article, as
said section was enacted by Chapter 145 of the Acts of
1939, relating to payments to supplement the retirement
allowance of certain former public school teachers in
Allegany County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to
Article 1 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Allegany County", sub-title "County
Commissioners", said new section to be known as Section
107B, to follow immediately after Section 107A of said
Article, as said section was enacted by Chapter 145 of the
Acts of 1939, and to read as follows:
107B. The County Commissioners shall be and they are
hereby authorized and empowered, in their discretion, to
pay the sum of Twenty-five Dollars ($25. 00) per month or
less to any former public school teacher in Allegany County
who qualifies under the provisions of this section. Such pay-
ments may be made only to those former public school
teachers who retired while teaching in the Allegany County
school system and who are eligible to receive less than One
Hundred Dollars ($100. 00) per month, as a regular retire-
ment allowance from the Board of Trustees of the Maryland
State Teachers' Retirement System or from any other
teachers' retirement system supported in whole or in part
