fair account of all monies received and paid by him,
and of all vouchers and matters relating to his duties
and office, and at the end of his term, he shall deliver
up all the books and vouchers relating to his said office,
whenever they are required by the said school commissioners,
to such person as they shall elect to receive the
same, and that the said treasurer shall be elected annually
at such time as the said school commissioners
shall in their constitution or by-laws provide; and the
treasurer shall receive such compensation for his services
as they may from time to time determine.

Regular
meetings.
|
SEC. 3. And be it enacted,
That the regular meetings
of the board of school commissioners shall be held
quarterly as the court house in Hagerstown, at such
time as to them may seem most convenient; they may
adjourn from day to day, whenever the public business
shall require it, and the president of said board may
call extra meetings thereof, whenever any business of
importance shall demand the same.

Quorum.
|
SEC. 4. And be it enacted,
That a majority of said
board of commissioners shall constitute a quorum for
the transaction of business; and in case of a vacancy
in said board, the county commissioners shall appoint
a suitable person to fill such vacancy, who shall serve
until the next regular appointment of school commissioners.

Power over
school fund.
|
SEC. 5. And
be it enacted, That the said school
commissioners of Washington county, and their successors,
shall have vested in them by virtue of their
office full and complete power and exclusive control
over what is known and generally denominated the
school fund for said county, that is to say, to have, demand,
receive, hold, vest, and re-invest the same, in
behalf of, and for the benefit of the primary schools,
for said fund, and for the promotion of education in the
said county; and all money that is now due, or that
may hereafter become due and payable, or for the use
of said school fund for the county aforesaid, shall be
paid over to the order of the said board of school commissioners
for Washington county, and their receipt
shall be regulated as a sufficient discharge and acquittance,
shall appear on their face to be the official order
or acts of the board of said commissioners.

Re-investment
of funds.
|
SEC. 6. And be it enacted,
That the said board of
school commissioners upon the collection or receipt of
any part of the school fund for Washington county,
now secured by the bonds, notes, or otherwise, of individuals,
they shall immediately re-invest the same by
