time, it shall be lawful for the voters of each election
district in Baltimore county, to elect one suitable person,
a resident of said district, to act as school commissioner
for said district for the space of two years after such
election, and until his successor shall appear and enter
upon the discharge of his duties, and such election
shall be conducted in all respects according to the provisions
of the laws regulating elections in this State,
and the judges of election in said county shall return
the result of said election, in the same manner and on
the usual day for making election returns for the delegate
election; the school commissioners thus elected
shall assemble on the third Wednesday of November,
after such election, for the purpose of organization, at
which meeting, or at some subsequent meeting held by
special adjournment, they shall proceed to the election
of a president, who shall be chosen by a majority of the
votes of the whole board, who shall hold his office for
the term of two years, or until his successor shall be
elected; if the office of president shall become vacant,
either by death, resignation, or from any other cause,
it shall be the duty of the board to fill the same at the
earliest day practicable, by a new election; if any
vacancy shall occur in the board of school commissioners
thus chosen, before the expiration of the time for
which they were elected, either by death, resignation,
or from any other cause, it shall be the duty of the
board to fill the same as soon as convenient, by electing
some suitable person a resident of the district in
which said vacancy occurred, who shall be a member
of said board until his successor enters upon the discharge
of his duties; and so much of the fifth section of
the act of eighteen hundred and forty-seven, chapter
one hundred and eighty-seven, which authorizes the
school commissioners to fill any vacancy that may occur
in the board, or any other part of said section not repealed
by the act of eighteen hundred and forty-nine,
chapter five hundred and thirty-one, entitled, a supplement
to an act entitled an act to establish public schools
in Baltimore county, and so much of the sixth section
of that act of eighteen hundred and forty-seven, chapter
one hundred and eighty-seven, which authorizes the
school commissioners to elect a president, treasurer and
secretary, to be chosen from their own board, and
which prescribes the time they shall hold their respective
offices, and which constitute four members a quorum
for the transaction of business, or any other part
of said section not repealed by the act of eighteen hundred
and forty-nine, chapter five hundred and thirty-one,
entitled, a supplement to an act entitled an act to
