for a longer period than twenty-four hours at any one
time.

      SEC. 2.  And be it enacted, That so much of the act
of eighteen hundred and forty-nine, chapter five hundred
and thirty-eight, entitled, an act relating to free
negroes in Cecil, Kent and Queen Ann's counties, as
is inconsistent with this act, be and the same is hereby
repealed..

     SEC. 3.  And be it enacted, That this act shall take
effect from the date of its passage.

                           CHAPTER 178.

AN ACT to provide for completing the collection of
      the State Tax for the year eighteen hundred and forty-eight,
      in Baltimore county.



      Passed May
10, 1853.
      SECTION 1.  Be it enacted by the General Assembly
of Maryland,
That the person heretofore appointed by
the county commissioners of Baltimore county to collect
the State tax for eighteen hundred and forty-eight, imposed
on said county, be and he is hereby authorised
and required forthwith to proceed to complete the collection
of said tax; and he is also required to demand
from all tax payers, who are in arrears for the said tax,
payment of interest thereon from the first day of January
eighteen hundred and fifty-one, and he shall have
until the first day of April eighteen hundred and fifty-four
to complete the collection thereof.
     Authority to

     SEC. 2.  And be it enacted, That the said county
commissioners shall, at their levy of taxes on the said
county, levy an amount sufficient to pay the aforesaid
collector the whole sum allowed by them for such
collection.

      SEC. 3.  And be it enacted, That in all cases where
a tax payer of said county has paid the amount chargeable
against him for the aforesaid tax, and has also paid
a commission to the collector, the amount of commission
so paid by the tax payer shall be refunded to him
by the collector, or shall be credited to him on his subsequent
tax bills; Provided, the same shall be demanded
or required within one year from the passage of this
act.
