            JOSEPH KENT, ESQUIRE, GOVERNOR.

persons so appointed, when qualified as required by law, may
exercise all the powers, authority and jurisdiction, and shall perform
all the duties of justices of the peace, as well in the city of
Baltimore as in every other part of Baltimore county, except as
to issuing process for the recovery of small debts, and the trial
of civil actions; any thing in any law to the contrary notwithstanding.

                                            CHAPTER 190.

An act supplementary to the act entitled, An act for founding an University
    in the City or precinct of Baltimore, by the name of the University
    of Maryland.

Preamble.     WHEREAS, experience has shewn that the public good and
the proper government and discipline of the University of Maryland
require important alterations in the act of incorporation,
Therefore,
    Board of regents
discontinued.
    Sec. 1.  Be it enacted by the General Assembly of Maryland,
That the board of regents of the University of Maryland, and
the members of its several faculties, except professors, be and
they hereby are discontinued and abolished, and that the several
faculties shall hereafter consist of the professors alone.
    Board of
trustees appointed
and 
empowered.
    2.  And be it enacted, That John E. Howard, Theodorick
Bland, Stevenson Archer, Thomas B. Dorsey, Roger B. Taney,
Robert Smith, Ezekiel F. Chambers, Robert Gilmor, Dennis
Claude, James Stewart, Reverdy Johnson, John P. K. Henshaw,
James Thomas, George Roberts, Benedict I. Semmes, John
Nelson, John C. Herbert, Nathaniel Williams, Isaac McKim,
Henry Wilkins and William Frick, be, and they are hereby
constituted and appointed trustees of the University of Maryland,
and shall have all the powers and privileges conferred,
and be subject to the duties not by this act abolished, which are
imposed upon the regents of the University of Maryland, by
the act to which this is a supplement, and shall also be liable
and responsible as the regents now are, for all debts due by the
University of Maryland, or for contracts heretofore made by the
said regents.

    3.  And be it enacted, That the governor of this state for the
time being shall be ex-officio president of the board of trustees
and that the said trustees shall be known and distinguished by
the corporate title of the trustees of the University of Maryland.
Appointment
of Vice President.
    General 
powers.
    4.  And be it enacted, That the said trustees shall have power
to elect from their own body a vice-president, to appoint and
dismiss the provost, professors and lecturers, at pleasure; and also
the anatomical director and demonstrator:  Provided always,
that in case of a vacancy happening in one of the professorships
of either of the faculties, each of the remaining professors
of that faculty shall have the privilege to nominate two persons,
and it shall be the duty of each of said professors to nominate
