10. And be it enacted, That the board
of commissioners shall
have full power to determine who are poor children coming
within the meaning of this act, and who as such are entitled to
the benefits of said act, adopting some general rule by which to
be governed in all decisions upon this point. |

11. And be it enacted, That the board
of commissioners
shall have power to change the rate of tuition at any of their
annual meetings, seven members of said board concuring
therein. |

12. And be it enacted, That it shall
be the duty of the board
of commissioners to keep a register of their proceeding and expenditures,
and to return an account of the same annually, between
the second Monday of December, and the second Monday
of February, in each and every year, to the treasurer of the
Western Shore. |

13. And be it enacted, That all drafts
of the commissioners
upon the treasurer, shall be substantially in the following
form; " I, __________ president of the board of commissioners
of the school fund for Montgomery county, am directed
by said board, five members being present, to call on the treasurer
of the Western Shore for the amount due to said county,
on account of the school fund aforesaid; the treasurer will therefore
pay to the bearer __________ or order such sum
or sums as may be due to the county as aforesaid, and his receipt
will be good for the same.

14. And be it enacted, That nothing
in this act contained shall
be construed to prevent the commissioners appointed in virtue of
this act, form meeting quarter yearly, or as often as they may
think it necessary, or to prevent their meeting at any place they
may think proper, with a view of carrying into effect the provisions
of this act, or any of them; Provided, That said commissioners
shall receive no compensation for attendance, except at
yearly meetings, as hereinbefore provided for. |

15. And be it enacted, That all former
acts or parts of acts, or
resolutions, is consistent with or repugnant to the provisions of
this act, or any of them, be and they are hereby repealed. |
