be lawful for any justice of the peace to enter judgment in all
cases of debt, of which he may have cognizance, against either
plaintiff or defendant, for such sum as to him may appear just
and right, with such costs as may have accrued in the prosecution
of the case; which said judgment, when so rendered, if in
favor of the defendant, shall be of equal effect and avail as if
the same were rendered in favor of the plaintiff; and it shall
and may be lawful to enforce the recovery of the same in the
same manner as if the same were rendered in favor of the plaintiff. |

CHAPTER 159.
A supplement to the act, entitled, an act to establish state ware houses
for
the inspection of tobacco in the city of Baltimore. |
Building or
purchase authorised. |
Sec. 1. Be it enacted by the General Assembly
of Maryland,
That the governor and council be, and they are hereby authorised
and directed to contract upon the best terms for the building
of a fire proof state ware house or houses, for the inspection
of tobacco in the city of Baltimore, or to purchase, or to
purchase and build the same, whichever they in their opinion
may deem most conducive to the public convenience and interest,
with all the screws, scales and weights that may be necessary
for such inspection. |

2. And be it enacted, That if the governor
and council shall
determine to build a ware house or houses, for the inspection of
tobacco, they shall be, and are hereby authorised and directed
to purchase a lot of ground in the most convenient part of the
city, upon which to erect said buildings, and to have the said lot
conveyed to the state. |
Fund appropriated
for
payment. |
3. And be it enacted, That for the
purpose of paying for
the ware house or houses, authorised to be built or purchased
under this act, and the lot of ground necessary to erect said
buildings upon, the nett revenue arising from the inspection of
tobacco, is hereby set apart, and placed under the direction and
control of the governor and council, as a fund for that purpose,
and to remain subject to their order and control until all the
expenses authorised by this act, shall be finally paid and settled. |

draughts authorised. |
4. And be it enacted, That the governor
and council be, and
they are hereby authorised and directed to draw upon the treasurer
of the western shore quarter yearly, for such sum of
money as may have been paid into the treasury for the inspection
of tobacco from the commencement of the present fiscal
year. |
Executive
to account annually. |
5. And be it enacted, That it shall
be the duty of the governor
and council to report to the legislature at their next session, the
amount and nature of the contract entered into in pursuance
of this act, and to report annually thereafter to the legislature |
