been granted and four death sentences have been com-
muted. Six death warrants have been signed.
During my entire administration I have granted two
hundred and forty pardons, five nolle prosequi, seven
death sentences have been commuted and fourteen
death warrants have been signed.
The total number of pardons granted during my ad-
ministration is forty-seven less than during the four
years preceding.
In nearly all the cases wheie I have used the power
conferred on me by the Constitution I have acted on
the recommendation of the court officials, and after a
careful and exhaustive inquiry into the cases

INDIGENT BLIND.
In compliance with Section six of Article thirty of
the Code of Public General Laws, I submit herewith a
statement of the expenses incurred in the treatment,
board and tuition of the indigent blind of the State,
together with the names, ages and residences of State
beneficiaries from September 1, 1901, to October 1st,
1903.
