The Senate met at 11.30 a. m.
Prayer by the Rev. Mr. Mills.
Present at the roll call the following Senators:
Messrs. President, Applegarth, Beasman, Belts,
Biddison, Brewington, Dashiell, Devilbiss, Dixon,
Foxvvell, Gadd, Gill, Gorman, Gray, Greenwell, Grif-
fith, Kirwan, Lewis, McCullough, Moore, Perkins,
Robinson, Roe, Thomas, Wilson, Young—26.
The Journal of Friday, January 22nd, 1904, was
read and approved.

PETITIONS, MEMORIALS AND OTHER PAPERS.
Mr. Applegarth offered the following, from the
Town Commissioners of Harlock, Dorchester county:
Whereas, The town of Harlock is growing rapidly
in population and wealth; and
Whereas, The enrollment of pupils in our school,
and the average attendance is greater than in
any other school in Dorchester county, with the ex-
ception of Cambridge; and
Whereas, We have not sufficient facilities for
the education of our children; many parents being
compelled to send their children away at great incon-
venience and expense; therefore
Resolved, That we, the Board of Town Commis-
sioners of Harlock respectfully ask our Hon.
Senator and members of the House of Delegates for
Dorchester county to secure for Harlock a State ap-
