THURSDAY, March 24th, 1892.

Senate met at 12 M.

Prayer by the Rev. Mr. McDowell.

Present at roll call the following Senators:

Messrs. President, Austin, Bennett, Brown, Coffin,
Dawson, Evans, Getty, Gorter, Hayes, Hepbron, Hub-
ner, Moss, Pearre, Posey, Robinson, Rogers, Seibert,
Smith, Toadvin, Waters, Wilkinson, Wootton—23.

Proceedings of yesterday's session read and ap-
proved.

Mr, Pearre rose to a question of personal privilege,
and stated that if he had been present at yesterday's
session when the vote was taken on the passage of the
House bill for the relief of the sureties of Stevenson
Archer, he would have voted in the negative.

PETITIONS, MEMORIALS, &c.

The President presented the memorial of Edward G.
Andrews, President of the Maryland State Temper-
ance Alliance.

Which was read, and referred to the Committee on
Temperance.

Mr. Hayes presented the following:

BALTIMORE, March 23d, 1892.
To the Honorable Members

of the Maryland Legislature.

GENTLEMEN:—Two years ago Ex-Governor Jackson
refused to sign an Assessment Bill passed by the
Legislature, being influenced by a committee of six-
teen of Baltimore's most wealthy citizens. Their
wealth being of an invisible character, which would
have been placed upon a reasonable basis of taxation.
That element is still with us; they walk, drive and
enjoy well-paved and lighted highways, public schools,
police protection, and all the immunities of a well
regulated city, free to them at the expense of the
visible property-holder in the city and State. What
