"Entitled an Act to repeal and re-enact with amend-
ments new sections 137 and 149, of the Code of Public
General Laws of Maryland, title "Elections," as
enacted by the Act of 1890, chapter 538.
"If it should so happen that the tickets prepared and
printed by the Board of Police Commissioners or by
the said Board of Supervisors of Elections respectively,
should be destroyed, lost or stolen, or should be in-
accessible to them for any reason, they shall proceed
expeditiously to prepare and cause to be printed two
sets of duplicates thereof, and shall proceed as near
as may be, with respect to said duplicate sets, as if
they had been originals, and if said Board of Police
Commissioners of Baltimore city shall for any reason
fail, neglect or refuse to furnish to the Judges of
Election in any other election precincts of said city,
or if the Boards of Supervisors of Elections for any of
the counties shall for any reason fail, neglect or re-
fuse to furnish to the Judges of Election of any elec-
tion district in their respective counties the official
ballots for said precincts or districts, or the dupli-
cates aforesaid, as required by law, or if through
the neglect, failure or refusal by any officer to
perform his duty under the election laws of this
State, such official ballots or duplicates are not fur-
nished to the Judges of Election in any of the pre-
cincts of Baltimore city or any of the election districts
in any of the counties, as aforesaid, on the day of
election, at or before the opening of the polls therein,
then and in such case the qualified voters in such pre-
cincts or districts may prepare and cast ballots of
their own choice, containing the names of the candi-
dates for which they desire to vote and the offices to
which said voters desire to elect such candidates, and
the said Judges of Election shall receive, deposit in
the ballot box and count such ballots as fully as if
the same were the official ballots for such precincts or
districts."
