the captain is a resident. This provision not to ap-
ply to Baltimore city; also, that persons engaged on
said vessels shall not be required to pay any shipping

fees.

Amend section 68 by inserting the following after
the words "City of Baltimore," in line 17, "and one
for St. Mary's county."

Which were adopted.

Said bill, as amended, was read the second time,
ordered to be engrossed for a third reading.

Mr.. Wootton, from the Committee on Agriculture
and Labor, reported favorably,

House bill entitled an Act to repeal sections 644, 645
and 646., of Article 4, of the Code of Public Local
Laws, title "City of Baltimore," sub-title "Licenses."

Which was read the second time.

Mr,. Gorter, from the Committee on Militia, reported
favorably,

Senate bill entitled an Act to provide for the enroll-
ment of the Veteran Corps of the 5th Maryland Regi-
ment,

Which was read the second time, and ordered to be
engrossed for a third reading.

Mr. Toadvin, from the Committee on Amendments
to State Constitutions, reported favorably,

Senate bill entitled an Act to amend Article 15, of
the Declaration of Rights of the State of Maryland,

With the following proposed amendments :
AMENDMENTS PROPOSED.

Strike out all after the word "government," in line
9 of Article 15, and insert: "All taxes ought to be
uniform upon the same kinds of property or class of
subjects, and should be levied and collected under
general laws, but the General Assembly may, by gen-
eral laws, exempt from taxation all public property
used for public purposes, all churches or buildings
used exclusively for public worship and the furniture
contained therein, and the parsonages connected
therewith, burying-grounds not used for private or
corporate profit, all purely charitable or benevolent
institutions, literary or educational institutions, with
the furniture and equipments contained in such char-
