AMENDMENT PROPOSED.

Insert after the word "certificates," section 2, line
83, the following words: "All mortgages shall be
assessed and taxed to the holder thereof for State,
county and municipal purposes in the county or city
where the mortgaged prooerty is located ; provided,
however, that the mortgagor shall be entitled to a,
credit on the assessed value of the property on which,
said mortgage is a lien to the amount of said mort-
tage; this Act to apply only to mortgages executed
ait er its passage."
