Mr. Hubner submitted the following amendment:
AMENDMENT PROPOSED.

Add an additional section to read as follows: "Sec-
tion 4. This bill shall not apply to Baltimore county. "

Make section 4, section 5.

Which was adopted.

Said bill, as amended, was read the second time,
and ordered to be engrossed for a third reading.

Mr. Rogers, from the Committee on Education, re-
ported favorably the following bills:

Senate bill entitled an Act to repeal and re-enact
section 42, of Article 77, of the Code of Public General
Laws, title "Education, " so as to read as follows:

Which was read the second time, and ordered to be
engrossed for a third reading.

On motion by Mr. Rogers,

The vote by which said bill was ordered to be en-
grossed for a third reading,

Was reconsidered, and

Said bill re-committed.

House bill entitled an Act to incorporate the Trustees
of the McDonogh School.

Which was read the second time.

Mr. Toadvin, from the Committee on Amendments
to State Constitution, reported favorably,

Senate bill entitled an Act to add an additional sec-
tion to Article 4, of the Constitution of this State.

With the following proposed amendments:
AMENDMENTS PROPOSED.

Strike out all after "A bill, " and insert in lieu
thereof the following:

"Section 1. Be it enacted by the General Assembly
of Maryland, (three-fifths of all the, members of the
two Houses concurring), That the following section be
and the same is hereby proposed as an amendment to
the Constitution of this State, and if adopted by the
legal and qualified voters thereof as herein provided,
the same shall supersede and stand in the place of
section 39, of Article 4, of said Constitution.
