420 JOURNAL OF PROCEEDINGS [Feb. 29,

House Joint Resolution appointing a commission to
inquire into and report upon the Torrens System of
Registry of Land Titles.

Which was read the first time, and referred to the
Committee on Judicial Proceedings.

Also returned, the following bills:

Senate bill entitled an Act to sanction a lease from
John Eager Howard to the Vestry of Saint Stephen's
Church, Baltimore, said lease having been executed
May 9th, 1857.

Senate bill entitled an Act to amend the charter of
the President and Directors of the Firemen's Insur-
ance Company of Baltimore.

Senate bill entitled an Act to prohibit the sale of
liquor or lager beer in Walkersville, Frederick county.

Senate bill entitled an Act to limit the session of
the grand jury in Baltimore county.

Senate bill entitled an Act to repeal sections 37 A,
37 B and 37 C, of the Code of Public Local Laws, title
"Cecil County, " sub-title "Auctions, " as enacted by
the Acts of 1890.

Senate bill entitled an Act to authorize the County
Commissioners of Baltimore county to make a special
levy of not more than 20 per cent on each $100 of the
assessable real estate in the village of Lutherville,
for the purpose of improving the roads in each vil-
lage.

Senate bill entitled an Act to authorize the County
Commissioners of Allegany county to issue bonds for
building school houses.

Senate bill entitled an Act to repeal sections 188 to
217 inclusive, of Article 3, of the Code of Public
Local Laws, title "Baltimore County, " sub-title
"Roads, " and to enact new sections in lieu thereof.

Senate bill entitled an Act to prohibit the use of
explosives in the waters of the Chesapeake Bay and
its Tributaries, as a means of taking or catching fish.

Senate bill entitled an Act to repeal sections 1 and
2, of chapter 516, of the Laws of Maryland, passed by
the General Assembly of Maryland at the December
Session of the year 1849, and to re-enact the same
