of the Joint Resolution of Virginia and letter re-
ferred to in the preambles of this Joint Resolution, be
and are hereby conferred upon said Joint Committee,
and said Joint Committee is hereby authorized to
meet and confer with a similar committee appointed
by the Legislature of Virginia during the recess of
the General Assembly of the respective States,

Which was read the first time, and referred to the
Committee on Chesapeake Bay and its Tributaries.

Mr. Waters, from said Committee, reported said
resolutions favorably, and

On motion by Mr. Waters,

The rules were suspended so as to give a second
reading this day to said resolution, by yeas and nays,
as follows:
