JOINT RESOLUTIONS.
Whereas, Conflicts frequently occur between the
citizens of Maryland and Virginia engaged in and ex-
ercising the rights of fishery in the waters of the
Potomac and Pocomoke, which are damaging alike to
the interest of both States, and tending to impair the
friendly relations and good feeling which exist be-
tween these neighboring commonwealths; and
Whereas, Citizens of Maryland have been re-
cently deprived by the, authorities of the State of
Virginia, from their ancient rights of oystering in the
waters of the Pocomoke, which lie within the limits
of Virginia, whilst Maryland has conceded to the citi-
zens of Virginia equal rights with her own citizens in
the waters of the Potomac; and
Whereas, A cause of embarrassment in the enforce-
ment of the laws of the two States in relation to oys-
tering in both of these waters, is found in the want of
harmony of action between the authorities, and be-
tween the laws of Maryland and Virginia; and
Whereas, No successful effort has been made on the
part of Maryland to secure for her citizens their
former rights of fishing and oystering in the waters of
the Pocomoke; and
Whereas, The General Assembly of Maryland, in
session assembled in the city of Annapolis, did, on the
— day of January, 1892, appoint the following gen-
tlemen: Hon. Levin S. Waters, Hon. Thomas G. Hayes
and Honorable Washington Wilkinson, on the part of
the Senate, and Hon. Conway W. Sams, Hon. Robt. C.
Combs, Hon. Jas. E. Ellegood, Hon. Alonzo S. Miles
and Hon. Noah C. Sterling, on the part of the House
of Delegates, to visit the Legislature of Virginia to
confer with it in relation to proper legislation for the
Potomac River and the Pocomoke River or Sound;
therefore,
Be it Resolved by the General Assembly of the
State of Maryland, That the joint committee afore-
said be and they are hereby authorized and em-
powered, on behalf of the State of Maryland, to make
known to the General Assembly of the State of Vir-
ginia, at such time and in such manner as may be
agreeable to the said General Assembly of Virginia.,
