The Clerk of the House of Delegates appeared and
delivered the following message:

BY THE HOUSE OF DELEGATES,

January 27th, 1892.
Gentlemen of the Senate:

We propose, with the concurrence of your Honorable
Body, the appointment of a Joint Select Committee, to
consist of two on the part of the Senate, to visit any
institution or factory where binder cord is manufac-
tured and collect all the facts relating thereto, as to the
costs of machinery, &c., and report to this Legisla-
ture the advisability of establishing it in the Mary-
land Penitentiary as recommended by Gov. E. E.
Jackson in his recent message.

We have appointed on the part of the House,
Messrs. Collins and Garner.

Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable
Body, to appoint a Joint Select Committee, consist-
ing of one from the Senate and one from the House
of Delegates, to procure from the office of the United
States Coast Survey, the necessary charts for the use
of the Committee that has been appointed to go to
Richmond to confer with the Virginia Legislature in
regard to legislation for the Potomac and Pocomoke
River.

We have appointed on the part of the Senate, Mr.
Wilkinson.
