returned the following Senate Joint Resolution:

Senate Joint Resolution relating 'to the refunding
by the Government of the United States, of the direct
tax due the State of Maryland.

Endorsed, passed by yeas and nays, with proposed
amendments.

AMENDMENTS PROPOSED.

Strike out the words "now therefore, " at end of the
second whereas or preamble, and insert in lieu thereof
the word "and "

After the second whereas or preamble, insert the
following as a third preamble: "Whereas said act con-
tained the following provision that no part of the
money hereby appropriated shall be paid out by the
Government of any State or Territory, or any other
person to any attorney or agent under any contract
for services now existing or heretofore made between
the representative of any State or Territory, and any
attorney or agent, now therefore. "

After the word "Act, " in the first resolve, insert the
following words: "And the trust and conditions im-
posed in and by said Act. "
