1202 JOURNAL OF PROCEEDINGS [Apl. 2,

Senate bill entitled an Act to repeal and re-enact
with amendments section 220, of Article 93, of the
Code of Public General Laws, title "Testamentary
Law," sub-title "Orphans' Court."

With the following proposed amendment:
AMENDMENT PROPOSED.

In section 1, line 8, strike out the last word "and,"
and substitute the following : "Provided that in Alle-
gany and St. Mary's counties."

Which was adopted.

Said bill, as amended, was read the second time and
ordered to be engrossed for a third reading.

Mr. Brown, from the Committee on Judicial Pro-
ceedings, reported

House bill entitled an Act to repeal and re-enact
with amendments section 12, of Article 56, title
"Licenses," sub-title "Brokers,"

With recommendation that said bill be referred to
the Committee on Finance.

Which was considered, and

So referred.

Mr. Brown, from the Committee on Judicial Pro-
ceedings, to whom had been referred

Senate bill entitled an Act to add a new Article to
the Code of Public General Laws, under the title
"Civil Service,"

Submitted the following

REPORT:

Favorable report from a majority of the Committee
on Judicial Proceedings on Senate bill, printed, No. 98.

The above bill was originally referred to the Com-
mittee on Finance and by that Committee on the 25th
of March reported to the Senate with the recommen-
dation that the bill be referred to this Committee.

We find that the bill has been carefully drawn, and
that it is not obnoxious to any legal or Constitutional
objection. The full and free exercise of the right; of
appointment and removal is not Impaired.

While the Committee have not had the opportunity
to make such an examination of the bill as its impor-
tance requires, nor have they been able to hear persons
