expire, and at the general election in 1897, one com-
missioner to serve in the place of the one whose term
shall then expire as hereinbefore provided ; and the
term of all County Commissioners shall be six years
from the date of their respective elections or until
their successors are duly elected and qualified ; pro-
vided, that in case of vacancy in said Board of County
Commissioners, from any cause whatever, the Gov-
ernor shall appoint a suitable person to serve until
the next general election, and if then the party or
parties whose office or offices shall have so become
vacant shall not have been completed, there shall be
elected a person or persons to fill out the balance of
the unexpired term or terms, and at all ensuing gen-
eral elections the same order as to the election of the
successors of the parties whose terms shall have ex-
pired shall be observed so as to carry out the provis-
ions of this Act."
